China tightens export controls:real-name filing required for export agents starting October 1

2025/7/25:In a major regulatory update, China’s State Taxation Administration issued Announcement No. 17 of 2025, mandating that all export agents must submit real-name information of actual goods owners starting October 1, 2025. This policy officially marks the end of the long-standing “export on behalf” (also known as “buying export invoices”) grey-area practice.
What the New Regulation Requires?
Under the new rule, export agents must now:
-Provide real-name registration of the entrusting party (actual exporter).
-Declare the entrusting party’s basic information and export transaction amount when prepaying corporate income tax.
-Ensure that invoice, customs declaration, and registration information are aligned.
-Failure to comply will result in taxation being levied as if the goods were exported by the agent itself, potentially increasing the tax burden significantly.
Background: A Move Toward Full Data Transparency
This change follows Announcement No. 15, which required cross-border e-commerce platforms to report seller-level export data. These regulations reflect China’s commitment to strengthening the end-to-end regulatory framework for cross-border trade, creating a closed-loop data system in collaboration with Customs and Market Supervision authorities.
The main objectives include:
-Preventing tax evasion through fake invoicing or shell exporters.
-Improving traceability and accountability in international logistics.
-Enhancing transparency for both platform-based and independent sellers.
What Cross-Border Sellers Must Do Now

-Verify the record-filing status of your export entity.
-Ensure consistency between all documentation—customs declarations, invoices, platform records, and contracts.
-Rectify any historical inconsistencies before the new rules take effect.
A grace period is currently in place, but the enforcement after October 1 is expected to be strict and data-driven.
